What is a personal grant? My friend says she applied for one that is going to give her $500,000.00 w/no repay.?

She has in the past applied and received grant money (25 years ago), she bought a house and did not have to work for 15 years. She is now looking to do this again to subsidize her retirement. Is this really happening, and if so...why aren't we all doing this "grant" thing????
