In Gilmore Girls, why didn't Rory tell Logan she loved him when he was leaving for London?

Okay, I know this is old but I just watched the episopde again where Logan is leaving for London. Rory is crying and Logan says "I love you, Ace." I think that would have been the perfect time for her to say I love you back. Or when she runs to the door to see him in the elevator and all she does is wave. She waves! It would have been another perfect time for her to say it. Its so obvious she loves him. Why cant see say it?!
