HELP! What are some reasons why the Legislative branch might be more powerful compared to Executive branch?

There has been an ongoing debate since the Constitutional Convention over which branch of government is the most powerfu. This is an ongoing debate that has gotten even stronger during the past 70 years as the President has become more powerful. Can anyone please tell me what ways the Legislative branc is more powerful....such as roles and responsibilities, historical precedence, current practice...or constitutional language? PLEASE DO NOT SAY EXECUTIVE branch because I don't believe that. Thanks!
