Need help writing a letter to landlord requesting bigger unit and have legal questions?

I need help finding laws my friend lives in a 2 bed unit with 4 kids her complex is under a subsidized housing program she has been over looked for a 4 bedroom unit numerous times her kids are ages 11,8, 5 & 3 is this legal for them to keep her in such a small unit
