My car wont turn off !?

i have a holden rodeo 97 model and a few weeks ago a fuse burnt out that tuns the car off and we replaced it now its burnt again so iv teken the fuse out yet the car still turns on it just doesnt turn off ! is the fuse box the problem ? this has never happened to the car before ?
